Hines, 34, was bailed and returned to Barrow police station this week, where he was issued with a fixed penalty notice and fined £80.
Police said their decision to deal with the matter outside of the courts was made after Hines apologised to the public in the Evening Mail.
Inspector Mark Rawlinson, of Barrow police, said: “The incident was treated by police as a suspicious incident, not a firearms incident.
“Schools were advised to keep pupils in as a precaution to enable officers to carry out inquiries quickly and effectively and so be able to bring the incident to a quick conclusion.
